Economic Partnership Agreement – The Challenge to Transform” and focused on the new windows of opportunity that now exist for the Guyanese private sector under the Economic Partnership Agreement (EPA) between the European Union (EU) and CARIFORUM, comprising CARICOM countries and the Dominican Republic.

The EPA replaces the trading arrangements in the Cotonou Agreement arrived at between a grouping of African Caribbean Pacific (AFC) countries and the EU in 2000 and which expired at the end of December 2007. Cariforum comprises CARICOM countries and the Dominican Republic.

In his opening remarks, Chief Executive Officer, Mr. Radhakrishna Sharma gave a vision of the Forum, and said the Bank recognized the importance of local businesses becoming more aware of the challenges and opportunities within the various sectors that arise from the ever-changing internal and external environment. As such, the Forum was viewed as a tool for aiding the growth and development of the local business sector. The C. E. O. noted that the EPA highlights a number of issues which Guyana needs to be vigilant about, among them issues of sustainable development, good governance and intellectual property rights, which if properly addressed, could open new business opportunities for all.

President Bharrat Jagdeo, in his address to declare the Forum open, expressed his dissatisfaction that the EU time frame on the agreement did not allow enough time to the ACP for certain considerations to be made and for certain preparations by the countries. The President added however that there is need for Guyana to address the strategy of competitiveness, noting that to be internationally competitive, issues such as time and cost in doing business, harnessing of the tax system, the availability of financing to businesses, as well as facilitating trade and infrastructure among others, must be looked at in order to improve welfare and make greater profit for the private sector.

The feature address was delivered by Deputy Senior Director of the Caribbean Regional Negotiating Machinery (CRNM) body and Guyana’s former Ministers of Finance, Mr. Carl Greenidge, who contended that the ACP countries were fully aware that non-reciprocity was removed years before and it was sacrificed since the previous COTONOU agreement which they had signed on to.

Mr. Greenidge had different views on some of the sentiments offered by the President and said there is need for the region to be careful to distinguish reciprocity was part of the agreement. According to Mr. Greenidge, among issues which are a cause for concern include the length of time the region has taken to establish the CSME, the concentration of the Caribbean on tourism and the nature of trading agreements to the preferential markets.

Mr. Greenidge argued that the EPA is imbedded and is an extension of the Cotonou Agreement, and said among its advantages are - it contains chapters in agriculture and fisheries that speak to objectives of sustainable development competitiveness, poverty eradication, food security, diversification, additional market access, duty-free and quota-free access for all products.

Under the new agreement, which he said also helps the region to address issues by providing safeguards; Cariforum states will have duty-free and quota-free access to all goods exported to EU markets, with the exception of sugar, rice and bananas, where a short transitional arrangement is in place. The EU will also open 94 per cent of its services sector to the region, but in return, More Developed Countries will grant 75 per cent access to the EU while the Less Developed Countries (LDC) will have 65 per cent access of the services sector.

In addition, Cariforum has also undertaken to eliminate the duties on 82 per cent of its imports from Europe in the first 10 to 15 years of the EPA.

The forum also featured addresses by Dr Henry Jeffrey, Minister of Foreign Trade and International Cooperation; and CRNM officials - Messrs Nigel Durrant, Technical Analyst; Mr. Lincoln Price, Private Sector Liaison and Ms Natallie Rochester, Services Analyst.

A function to turn the sod to ceremoniously mark the start of construction of the new $2.6B head office building of the Guyana Bank for Trade and Industry was held on Monday, April 28, 2008.

His Excellency President Bharrat Jagdeo performed the symbolic act of the turning of the sod signalling the start of construction of the modern, four-storey structure, which boasts an impressive architectural design, at the corner of High & Young Streets, Kingston, Georgetown.

In his address at the ceremony, Chief Executive Officer, Mr. Radhakrishna Sharma, indicated that the head office will open a new chapter in the bank’s progress and represent a further step towards strengthening the bank’s client relationship. It will set the Bank apart from the competition, while reaffirming the Bank’s commitment to providing quality products and services.”

He noted the decision to establish a head office was made in 2004, in keeping with the Bank’s forward-looking approach to being a strong financial player in the country’s growing economy, and added that the superb edifice would not only improve the capacity of the management team to enhance the delivery of service provided to the Bank’s clients, but will also bring architectural enrichment to its own location and to the capital city.

The construction of the main building is the second phase of the project. The first phase involved site filling and pile driving for the foundation of the main building and the service buildings, and was completed in January 2008.

The contract for the construction of the main building has been awarded to KRS Construction (Guyana) Limited, and the building is expected to be completed in November 2009.

Speaking also was the Chairman of the Board of Directors, Mr. Robin Stoby, who said the head office reflects a coming of age of sorts for the bank, which became indigenous 21 years ago and became a public company 17-years-ago.

In his feature address, President Jagdeo complimented the Bank on its growth initiative, but however, warned financial institutions against importing the volatility of the global financial system which can cause crisis if safeguards are not put in place. He mentioned many examples, including the mid-90’s the Mexican crisis in which the sudden devaluation in the Mexican peso caused currencies in Argentina, Brazil and other countries to decline.

In addition, Mr. Jagdeo said that there needs to be increased dialogue between government and the private banking sector to coin appropriate financial instruments relevant to the needs of the people and country. The President said the government intends to maintain its tough regulatory stance to ensure strict compliance by financial institutions.

The President however was confident that the financial sector is strong and offered congratulations to GBTI on moving to establish its head office.

On Thursday, March 6, 2008, the Guyana Bank for Trade and Industry Ltd introduced its newest card product, the GBTI Quick Cash Card, as part of efforts aimed at providing a superior andenhanced service for the benefit of the Guyanese banking public.

The GBTI Quick Cash Card is a pre-loaded Guyana dollar money card to which customers can load their cash funds. The Card is not linked with a bank account. However, cardholders cash conduct regular banking business using the Card: credit salaries and money transfers, make withdrawals and pay utility bills at ATMs and make purchases using our Point of Sale machines.

With the GBTI Quick Cash Card users can load cash up to G$250,000 and travel around the country and make purchases, pay for services and obtain cash using the Bank’s extensive ATM and Point-of-Sale network.

Chairman of the Bank’s Board of Directors, Mr. Robin Stoby, told a select gathering which included heads or representatives of several private and public sector companies that anyone, regardless of whether they are already the holder of a GBTI card can apply for the Quick Cash prepaid card. For employers, he said, the Card would lend to the saving of time and administrative costs in the payment of salaries.

The Chairman noted that when GBTI embarked on a course over a decade ago to bring to the Guyanese public the kind of banking products and services obtained by others in the developed world, it also made a conscious decision to embrace the technological advancements in the area of banking. He indicated that further that the Bank recently purchased a newcore application banking software out of Canada to allow for improved service delivery, and has began construction of its new Head Office at High and Young Streets, Kingston, which will house the Bank’s Private Banking Department.

Mr. Radhakrishna Sharma, Chief Executive Officer, in his address to the gathering, stated that the Bank’s aim in this card strategy is to reduce the use of cash by customers and allow them to improve their personal security. "The levels of crime directly related to our cash based payment system dictates that we seek a credible and reliable alternative, such as offered in the plasticcard environment." He noted the GBTI Quick Cash Card is an excellent and attractive alternative for cash-based solutions such as payroll payments and international remittances, as instead of paying cash to their clients, organisations and money transfer agencies can pay the funds to the GBTI Quick Cash Card.

The C.E.O. added that at GBTI all Guyanese now have access to the complete range of card based financial products: G$ and US$ Prepaid Cards, G$ and US$ Credit Cards and an array of G$ Debit Cards.
